So since they've recently added these 5 level per champion type of idea. What I would like to see is if Riot can implement a skin, persay once you reach X points, (ex. 100k Total Champion Points).
So you get Ranks 1-5 Titles, and make skins for champions you have perfected, that you cannot buy. Only way to get skin is to get X amount of Champion points.
Thoughts?

Not asking for every skin to be released at one time, but over time have a skin for each champion that only 0.05 percent of players have.

Also I don't quite understand "have a skin for each champion that only .05 percent of players have" I don't think there is any skin that is so unpopular no one wants its.
