While I'd say she isn't perfect,Riot did say that her gameplay is rather fine.
We'll get a mage rework this year and Anivia is among the champions who will just receive some minor adjustments(because of the new/changed items),because she is actually fulfilling riots design criteria(plays uniquely,offers some unique strenghts and isn't utterly broken)
perfect? all she does is put r down for a sec then e you. it gets boring.

nivia, i have level 5 mastery on her, every other champion i have is like max level 2 or 3 mastery, if anivia gets reworked, thats basically reworking the whole game for me, i'd just quit league.
when a major point of a channeled ultimate is to use it for a single second to apply chill, I think it should really be changed. Sorry aniv players, it really is a broken (not op) ability set.
