New champion idea, Ezekiel the Nephilium

I have a new champion idea for League of Legends. Here is a brief summary:

Class: Mage Secondary: support

Name: Ezekiel

Look: He has deep black slightly long hair that goes to his neck. He has an angular face yet young face with normal eyes with gold irises. He wears a black open vest with a gold trim and a rune symbol in gold on the back. He has a slightly abbed chest which is shown because of the open, sleeveless vest, as well as lightly muscled thin arms. He has two wings, the left is black, and has black smoke wisp from it. The right is white that wisps white smoke. He wears blue pants, with black ends on them. His shoes are heavy black metal boots with white tech veins across the sides. He also has two brown belts that cross on his waist. He wears a white glove on his left hand, and a black glove on his right hand.

Abilities: Basic: He fires a white and black bolt of electricity form his hand to the target, with a mild range. Passive ability: every ten seconds, a static discharge is sent from Ezekiel, slightly damaging foes around him. Q: He fires a large bolt of white lightning to a target. The targeting system is the ability arrow. Its passive effect is that the enemy is stunned for 1.5 seconds. W: He calls down several black and white on a targeted spot. This ability also stuns those who are hit. E: This charges his next basic attack to do double damage. The effect is his hands light up brightly with white and black electricity. R: His ultimate is he glows white brightly, his wings lifting up and spreading wide. He then fires a huge bolt of black lightning in an intended direction. It fires through the whole map, getting weaker the further the target that is hit is.

Movement: When he moves he tilts in the direction where he is going, his wings flapping back to make him move. When he is still, he is standing on the ground, with his arms folded and his wings slightly moving.

Lore: Ezekiel grew up in the streets of Damacia. He was constantly mocked by other children for his small black and white wings. He survived by becoming a thief, stealing anything he could fit into his pocket or eat.As he grew older, his wings grew large enough to aid him in his thievery. The local band of thieves noticed his skill and blackmailed him into working for them, otherwise they turn him in. After three years in the band of thieves, his mind wandered to the mystery of his origins and his mysterious wings. One night, he fled Damacia, in hopes of finding more like him or someone who knows where he came form. On his travel through Runeterra, he eventually met with the mysterious Ryze, who told him he was a Nephilium; the unnatural offspring of a celestial and demonic being. Not satisfied with this information, Ezekiel made a deal with Ryze to train him in magic, in exchange for his loyalty to Ryze, and his assistance. Ryze agreed and taught him all Ezekiel knows of magic while they traversed Runeterra. Ezekiel eventually left Ryze, in the hopes of finding his parents. He was arrested in Bandle city after compulsively stealing from a high ranking noble. Instead of putting him to death, they sent him to the League. Its fine with him though, because someone there has to know something. This is just a basis story, it can be obviously modified to fit into other ideas pitched.
