Actually there are some hints in video that link this weirdo with Sion. When this guy rise his fist to punch Ekko he kinda load it up like Sion Q, then there is this Charge and shout at his face. He also kicks Ekko (that critic) and their jaws share similiar concept.

I wouldn't be suprised if Sion got new skin.

But this can be just a random enemy.
