Greetings from Bronze OCE!

Pantheon << So this guy is probably one of my favorite champions of all time in League, he's a brilliant top laner and a powerful jungler, while also being a situational midlaner (in matchups against the likes of Yasuo, Riven and a few other assassin mids), not to mention one of the most gamechanging ults of all time (even moreso with the 45% CDR one can have with the new masteries). Though over time, his model has obviously become quite out of date, his voice lines are almost as limited as Rammus' and for how much lore there is relating to him with Diana and Leona. His abilities are all very straight forward and sometimes don't really fit his role, while also being reminiscent of old Ryze and a little of old Sion. I think it's high time our Spartan got a bit of a rework. So, my suggestions for an original kit are as follows.

Base attack range could perhaps be 200 (with a longer spear), while still leaving him mana based, with a good base movement and similar early-game stats like he currently has.

item 3153 Passive - Rakkor Fury(or Charge or Tatics, something along those lines) [Self Buff] While in combat, Pantheon gains 5% attack speed and 2 Attack Damage per auto attack, stacking up to 10 times. Stacks wear off when out of combat for 2.5 seconds. Enemys marked by Pantheon's other abilities take X (whatever value is balance appropriate) physical damage on the next auto attack, also granting him movement speed for 1 second. Marked champions also grant an extra stack of Rakkor Fury on the first auto.

item 3812 Q - Spear Shot [Skillshot] (cooldown could be 16 or 20 seconds at all ranks) Pantheon hurls his spear in a given direction, damaging the first 3 enemies struck (full damage for first, half for second target, quarter damage for third) and marking the first 4 enemies struck (last one struck takes no damage). Pantheon can pick up the spear (from the end of its range) to reduce the cooldown of this ability. While on cooldown, Pantheon loses 75 range, gains 20/30/40/50/60% attack speed and movement speed decaying over 2 seconds. Rakkor Fury can also stack up to 20 times while Spear Shot is on cooldown. [animation intended for this effect would be Pantheon drawing a short sword while he doesn't have his spear.]

item 3742 W - Aegis of Zeonia [Targeted Stun] Pantheon dashes to the targeted enemy, stunning them for 1 second and marking them. (While I don't believe targeted stuns are a healthy thing in matches what so ever, a single target short stun with a short range seems acceptable to leave in his kit.)

item 3071 E - Heartseeker Strike [Channeled conic AoE] Pantheon channels for 0.75 seconds dealing damage to all enemies infront of him at 0.25 second intervals, marking 1 random target per wave of attacks (up to 3 marks). While Spear Shot is on cooldown, the size of the cone is reduced by 25% but damage is instead dealt at 0.15 second intervals (marking up to 5 targets).

summoner 12 R - Grand Skyfall [AoE blink] Pantheon channels for 2 seconds. Any damage taken in this time interrupts the channel. After channeling, Pantheon becomes untargetable, blinks to the target location and both marks and damages all enemies inside the area of effect. Enemies are slowed by up to 80% for 2 seconds, depending on their distance from the centre. If the channel is interrupted by either Pantheon or an enemy, the cooldown is reduced to 30 seconds.

Any feedback on this would be greatly appreciated. I'm not sure on any of the values I have stated, they're all merely my thoughts and opinions.
