Why can't Graves have a cigar but Gragas Esq. can
I think it's kind of ridiculous that the skin Gragas Esq. features some form of tobacco, yet Graves can't have a cigar in his splash art.

Does it really matter? He had the cigar in the cinematic...
Probably the reason why he doesn't is because of other country's cultures/laws (like how Grim Reaper Karthus is different in China). For Gragas Esq., it's a skin, so people have to spend the money to get it, whereas for Graves, it's his base splash art, that is displayed on the Client permanently, and it's always available to be viewed
