Sivir - Throwing Spitballs

I think most can agree Sivir isn't in the best of places right now. I don't main ADC, and I don't play Sivir too much, but from an outsiders perspective she seems to need more than just a flat numbers buff. Rather, perhaps a rework similar to Rek'Sai.

One thing I like about Sivir is her ult and the potential it could provide. She is the only ADC that can provide mobility for her allies (unless I am mistaken), and that seems like an interesting niche to be put into. A utility ADC who doesn't provide engage herself like Ashe or Kalista, but rather enhances her teams initiation. Unsure of how this would work in game (e.g. perhaps also give nearby allies her passive move speed buff, when they hit enemies, or ricochet marks enemies, at three marks allies gain massive move speed increase when moving towards them, etc.) , or whether it would feel satisfying to play as and against, but perhaps pushing her into this area could give her a place in the game that doesn't overshadow the roles of other ADCs.

Also has the benefit of syncing with her lore since she is a tomb raider esq character, so mobility seems fitting. Just spitballing though.
