New character Idea Teff: the bounty hunter

New league of legends champion Teff: the Hangman of zaun (name change because of fortune Thanks Jensus)

Passive:(Bribe) The more you basic attack minions and champions coins will fall off. These coins stack up to 2 stacks. If teff is hit with a Slow, Stun, Taunt, or Silence while having at least one coin stacked the mobility effect is canceled and the enemy who hit it is payed 30 gold. Coins do not often show up

Q: (Rope burn) Passive: every 4th hit Teff's basic attacks do burn magic damage Active: teff whips his oponent snareing them in place for 1 second (attack damage)

W:(No escape) Teff throws his noose at a wall or enemy. once hit he pulls himself to the place where the noose hit. If Noose hits an enemy it blinds them. (attack damage)

E:(Hangmans Mark) Teff places a mark on his target. When the target is killed everyone in involved in killing the target gets .5x extra gold Mark on Ally: if Mark is placed on himself or an ally The person gets bonus damage and a shield ( Shield levels up by Damage) Mark on Enemy: if bounty is placed on an enemy then who ever is attacking that target gets bonus attack speed.

R:(The Noose ) Teff sees everone on the map and chooses one person to hang which does medium magic damage and stuns for 2.0 seconds

Lore: There was no escaping it, my end was at bay. I had done everything right to not get caught. There was no way any evidence would be found. But Caitlyn always has a way. i look around seeing the crowd around me. There was no point in trying to run. And thats when i saw the end. The Hangman walks up in a slow creep. The crowd goes silent, no matter who you are Teff is a name nobody wants to hear and even less see. I see him walk up with a slight grin. I look in his hands and he is swinging a noose like it was a toy. This whole event was a pleasure for him. the course rope wraps around my neck. the last thing i hear is his sick voice. YOU CANT ESCAPE JUSTICE.
