Of all champions in this game i could totally see a sSion running through the entire map with a Football. And it would be hilarious for when he stops his ult he throws the football down like a touchdown

Then you need to realize the difference between Football and League of Legends. Namely that one is only played in one region of the world and one is played all over the world.
Clarification: Football is only played in the United States, so for 70-80% of the playerbase (don't have specific numbers, just estimating), a Football Sion skin would make absolutely no sense because this game already has Football skins for several champions because other countries call Football what we call Soccer.
It's certainly a cool idea, but it needs a name that isn't "Football Sion".

You don't see international competitions for American Football, but Hockey and Curling are played in the Olympics.
Skins based around stereotypes are acceptable for a worldwide audience because they aren't exclusive to any particular audience. You are going to have Koreans understanding that Brolaf is designed to be a stereotype of the American frat boy and Americans understanding that Popstar Ahri is a stereotype of Korea's scene of popular music.

A LOT of countries love american football. Hell, japan has made multiple anime's on the sport, theres a canadian league, and even football played in the UK.
