My proposed change, is that 
's E, much like the one on the PBE as of now, having a 0.75 second delay time, would remain the same. But, instead of the static erection of it's walls, it would start in one point of the area and work it's way into a full circle during the 0.75 seconds.

Cat Secretary1 votesThe fact that you can't dodge his stun is what allowed him to kite. Now that there is a delay, people with an escape or some method of moving quickly in a small amount of time (IE 
Zed's W, or 
Fizz's E.), can easily out trade Veigar. The fact that his E has a delay, and the worst part, the warning, is completely a nerf.
