Proposed change for Veigar's E for the upcoming change.

My proposed change, is that 's E, much like the one on the PBE as of now, having a 0.75 second delay time, would remain the same. But, instead of the static erection of it's walls, it would start in one point of the area and work it's way into a full circle during the 0.75 seconds.
