I've had the twisted fate skin, "magnificent twisted fate" also legendary, i was thinking that it needs particle effect. It's literally the only legendary that doesn't change any sort of emote and ability. I was curious to know if Riot could maybe do something about that situation. 
It is a **former ** legendary skin, it was price reduced to 975 (original owners refunded difference) and retired to vault.
Others on the list include: Red Baron Corki, Annie in Wonderland, Firefighter Tristana, & Alien Invader Heimerdinger.
Riot said they would rather make a new/true legendary skin for these champions and didn't feel the concepts behind the skins were good enough for what makes a legendary skin by their standards.
