Making Sense of Karthus and Vladimir

Greetings! My friend and I were recently collaborating on a couple of potential updates, and we both think that these ideas would be received positively. The first involves Karthus's Q. As someone who prefers to not play with quickcast, I often find it difficult to determine the spacing necessary to strike a unit with his Q (this ineptitude is precisely why I don't use quickcast). Sometimes, I think I am within striking distance but then find myself unwittingly propelling myself toward an enemy champion or the enemy's turret . It would be really beneficial if there were a very thin, faint circle surrounding Karthus at all times that would perpetually indicate the maximum clicking distance of his Q (not the maximum distance that the ability affects, but the maximum distance of activation). In order to accommodate players who do not want to constantly see the circle (which, again, should be very thin and faint), the circle ought to be invisible when a player chooses to play with quickcast.

Our second topic of discussion pertains to League's own Red Mage. We both like the recent changes to Vladimir; he seems to have a new potential for high-impact burst yet feels more balanced overall. We agree, however, that there is much room for improvement regarding his ultimate; the blood virus concept makes total sense, but the execution of the ability does not. Instead of spontaneously manifesting a puddle of blood that instantly makes a group of people sick, his ultimate should function similarly to Varus's ultimate. Our concept is as follows: Vladimir fires a skillshot that affects the first champion it contacts (bypassing minions, of course). That champion is then infected with the hemoplague (damage taken increased by 10% for 4 seconds; takes magic damage after 4 seconds; heals Vladimir after 4 seconds). Those who remain within a certain distance of the infected champion for a certain duration (maybe 2 seconds [?]; this is the requirement for Varus's ultimate) also contract the hemoplague, which could then be carried to someone else. The effects of the ability reset for each new champion it infects, but a single activation cannot affect the same champion twice. For example, if Vladimir infects Teemo for 4 seconds, and Teemo moves near to Fizz for a couple seconds, then Fizz is also infected for 4 seconds and could potentially infect someone else. In conclusion, any ability that can contribute to the death of both Teemo and Fizz simultaneously is an ability worth seriously considering.
