Practice Tool Champion Select

I think it would be nice if you could have all champs unlocked on practice tool. This can be especially helpful for newer players who want to know how the champion feels based on their experience playing it, and not rely on the champion spotlight.

I feel like this is a good idea, being allowed to "demo" the champion before buying them or waiting for a free week, especially with new champions who on free week are either permabanned or picked always.
