Thresh being both melee and ranged

I have noticed after a while that Thresh's auto attack animation changes based on how close your target is. I was just wondering, will there ever be a time where I can go top lane thresh and build both ravenous hydra and runaan's?

He's still classified as a ranged character despite having a melee animation, afaik. He can't get into melee range and execute a minion with item 3302 . I figured that out the hard way.
