Cassiopeia's split playstyles

I was going through the "Cassiopeia Plans!" discussion and found myself typing a large comment that wasn't really the kind of responses Riot was asking for so I figured I'd make a separate discussion for it.

I've enjoyed having fangs be the front end of Cass's kit, I get its not how others has thought of her but its how I've always thought of her. I never thought of her as this hard-core zoning DoT monster. I like the idea of Cass's power coming from things being poisoned as apposed to the poison itself. What drew me to Cass was the machine gun fangs and all the effort that had to go into making that work, the kiting, the positioning, the repeated landing of spells to keep up damage. I like that if I can keep all that up I am rewarded with lots of damage as apposed to the more fire and forget nature of DoTs.

After the rework I was happy to see that her kit had more emphasis on my preferred play style, giving stronger fangs and some tools to help make better use of said fangs. I like chasing someone away with fangs after I've tagged them with poison. I like farming with the idea of reaching a stronger late game. I like the idea of controlling an area with slows and move speed boosts to make the most of my damage. I like the mix of Karthus and AD carry play styles.

I like this play style but i don't think its Cassiopeia's play style. Which leads me to this: Can this play style be put into a new champion to take Cass's place as a hyper-carry mage when she is turned back into the DoT queen lane bully she is supposed to be? Someone with the scaling passive, the machine gun fang mechanic, and 2 other controly low damage ability.
