Loot Randomness with skins

I love the loot system implemented into the game. it helps me want to do good in game but i just re-rolled three skin shards into a permanent and it gave me a skin for a champion i do not own. Dislike this greatly since it i had no plans on pursuing that champ at all. Do not understand why the skin gifting system is random among all the champs instead of staying within the pool of my owned champs. feel like this change would improve my desire to re-roll

Hextech Loot is also free. If you could limit your options with a small pool of champions you could target rare/expensive skins with it, which would be really bad for business. If you want to target a skin you should buy it, or hold onto some Essence to craft it if you ever get the shard.
