Rea/Routh/Ruth, the Bloodsucker (Name subject to change)

Firstly, I'd pronounce that name Routh like Ruth. Other name suggestions are appreciated.

I think League could use a vampire-of-sorts, and I think Vladimir is feeling lonely as the only blood-obsessed person on the Rift.

I'd like to play as a female mage who uses blood for her resource bar. The emptier the bar is, the older her model looks (hair greying to white, skin getting progressively more wrinkly). Minion kills refresh her blood bar by a small amount, but champion kills refresh it by a larger amount. (I'll let Riot and mathematicians work out the numbers.) If she runs completely out of blood, or under like 2-5% or something, then she is slowed and has reduced stats until she gets more blood. This forces players to be conservative with their resource bar and cooldowns, or suffer the dire consequences.

Depending on how much you'd like to spend on voice acting, you could have young and old VAs for her respectively (or just a talented lady who can flip-flop between sounding like a female Deckard Kain and Yennefer of Vengerburg). Maybe it's just one voice actress who sounds progressively angrier and more ravenous, almost like Morgana, the emptier her blood bar is (Laura Bailey?).

For her champion page, she might like to ally with Morgana since I see a certain instant resemblance among their countenances and personalities, but I think it'd be funny if she hates Vladimir (despite him being totally smitten with her). Your call on that though, loremasters! I look forward to seeing special interactions between those two character types. Heck, maybe she loathes Vladimir and secretly loves Swain?

I'd want Ruth's (or Routh, etc.) kit to be something with decent Swainy waveclear that gets progressively more feeble the emptier her blood bar (the "older" she is), so maybe that could be her Q or W since those tend to be waveclear abilities. Maybe her auto attack could be a continuous stream like Tassadar from Heroes of the Storm, that refills her blood bar and does Karthus AA like damage, forcing her to use her abilities to clear instead? That is one idea for ways she can refill her blood bar. Her ultimate could be like Overindulgence or something where she is granted a full blood bar and enemies within a small radius of her are charmed (like OMG who is this beauty!)?

Anyway, these are just some preliminary ideas for any Rioter wanting to come up with a character design.

EDIT: If people get too close, one of her abilities could be some sort of nail/claw swipe (that, again, gets progressively more feeble the less blood she has).
