New game mode?

I believe there needs to be a game mode that assists players in learning new champs. Especially the new players. I am a level 25 and know 3 champs. When i play other champs i get yelled at or steam rolled over so I never get to learn them. Bot mode isnt any better. There should be a mode that is strictly for learning champs. Ex. If you have played a champ 4 times or less you can use them in this mode. All other champs youve played more than 4 times is blocked from being available in champ selection. This can be a 5v5 game or a 1vbot game. If it is a 1vbot game it would be nice if once in a while it would pause and explain something you can do. For example it would explain how to defend against a certain attack, or how to counter a champ, or how to even use an ability to the best it can be. I feel as a new player having an area strictly for learning champs would be so helpful and would increase the enjoyment from the game.
