Ranked with improved qualifications idea.

I'm a former player of League of legends. I really enjoyed that game and had good moments. Unfortunately I stopped playing, due to unsatisfactory play conditions. I have, over the past several months, tried to find my place in the current ranked boards, but with no success. Today I decided to propose an idea of how I imagine, the game may be improved. First I would like to share my experience with the current problems I stumbled. Probably many players already had them, but here is a few unfortunate stories.
On repeated occasions, I have been in situation, where one of the summoners from my team was not in the game. Internet connection is probably a big issue, I'm sure of it, but not all of these players had it. The game get intense sometimes, especially in the first 10 minutes. We all make mistakes, we are not so much devoted as the professional teams. The game is designed to be possible to win even if the other team is ahead. Unfortunately, many times people get bored and they shut down the game for good, leaving their team mates in difficult position. And sometimes they are notifying that they have better things to do and quit the game.
This problem is usually caused, from not properly balanced teams. In other cases, when both teams are equal in player numbers, we observe the domination of one summoner across all the map, without even being killed once. That is a sign of miss placed player in current division.
Third scenario I recall is when one of the players is "having a bad day". Yes, that is perfectly fine. Could happen to anyone, but in most cases, I don't think they really know what to do in the current game and it looks like this is not the place where they belong. This is another sign of miss placed player.
In the end, if you have the privilege to be one of the lucky guys being in a perfect team and the other one is well balanced too. You can enjoy a really good match.
I think many people are noticing and having difficulties with the game, so I decided to give a few ideas, that might help:
Right now to start playing ranked, requires to have 16 champions of your own and play 10 matches for qualifications. That's good for a start, although there is no assurance, that players have played those champions, at least once. I've seen that now, there is Champion Mastery level. Might be a good idea to have a connection with the ranked plays? Champion below certain level won't be the most competitive and therefore shouldn't be in ranked champion selection. After all we want ranked to be something special, not the same as Normal games.
Another thing might be a different way of how qualifications runs. To be more precise, would be nice, if players start with 1 vs 1 matches, which is the first map from tutorials. Let's have a look on how summoners deal with a simple map. This would give basic idea on how players perform by themselves. Then a 3 vs 3 map, to see how they cooperate with small teams and objectives. There must be a clear measurement on how they do objectives, which is a big part of the game, not only pvp (player versus player). And only after successful completion of all trials, they should be placed in their division. Having players in right division must be a primary concept in qualifications.
And last but not least - in ranked mode, summoners must be aware that it is a very competitive place and there is no tolerance of abandoning a match, even if it is a connection problem. When my internet is bad, I don't tend to play ranked games. Maybe instead of warning players, they should be having a great loss of LP?
Another thing I noticed is that having multiple wins in a row (win streak), doesn't give a reward. Most games that I've played, I usually receive much more points for winning a games in a streak. That is pretty basic thing. This means I probably have learned from my mistakes and I'm ready for higher division.
I do believe that changes are needed. And I hope someone will see my message and support me.
