Free Skin From Riot?

So, I just logged onto league and got Toy Soldier Gangplank from Riot out of nowhere. My brother logged on and got 3 skins from Riot! Where are these free skins coming from? Is it a hidden event or something we did before? Can someone please explain this to me? The only thing I've even seen mentioned about this happening was someone who said free skins were given out by buying 6 mystery chests. I'd really like to find out what's going on.
