Blood Moon Diana - Why is this not a thing yet?

Redundancy is why, it makes no sense to give the moon champion a blood moon skin, Blood Moon Diana could be in a bundle with:

Originally I though the theme was only for Ionian/Shadow Isles champs, but with Zilean's inclusion idk anymore
