Spent a hour photoshopping this. Just give Garen a powdered wig, a oversided gavel, and switch "DEMACIA!" with, 'DEMOCRACY!'. It helps that he already screams "JUSTICE!" when he ults too.

You don't know how hard it was to find gavel photos without watermarks. That and I had to photoshop the wig off of some random judge too, let alone make sure it doesn't overlap Garen. But yeah it was 4 am in the morning what do you expect. xD
