Spent a hour photoshopping this. Just give Garen a powdered wig, a oversided gavel, and switch "DEMACIA!" with, 'DEMOCRACY!'. It helps that he already screams "JUSTICE!" when he ults too.

To be fair, Demacia is more of an oligarchy. They do have a monarch, but there are a few houses who have lots of political power.
