A gobal stun that works like karthus ult... how long it should stun and so on is up to the balance masters of rito..

I'm pretty sure most OP things can be balanced via taking from the power budget of a champion's kit elsewhere and just not giving the champion any potentially broken synergies with a particular effect, forcing them to work as a team to really "exploit" their kit, which in turn usually adds more to the game than takes away from it.
Problem with new mechanics isn't balance so much as running into counter-play, anti-pattern, or just plain bad design.
Which a global stun kind of runs into conflicts with.
I'm sure if you gave ample warning it was coming via Taric's snail-paced Dazzle or Karthus's requiem build-up you _could _get a stun to work on a global ultimate.
You'd probably just need really awful capabilities of fallowing up on said stun and landing a QWE on the champion with it, seeing as most QWER burst-combos hinge on landing a slow-moving, easily dodgeable skillshot, and global ult kind Karthus style means "not a skillshot, always hits".
Im also thinking a supp who can place a global ward..

can both essentially scout anywhere (TF in particular basically says "warded everywhere" when he uses his ult, and a variety of champions can place ward-like traps or summons like

Not sure what you're proposing here is particularly new or unique, at least on the ends of what such an ability would ultimately accomplish.
And last but not least a ult like quinns but with the possibility og doing aa meanwhile.. a bit like kalista but more like a jetpack so u can move while ur champ will aa himself while u move..
With Kalista existing I'm sure that's not out of the question, and having such a capacity tied to an ult rather than passive would be easier to balance/play around.
