Appearance:
Long dark red hair. Grey eyes. Long side bangs reaching her chest, and forehead bangs ending at her eyebrows. White\reddish complexion.
She wears a marine green hoodie decorated with armor pieces about the sleeves\elbow. With a grey tank top revealing minimal cleavage, average bust. A Locket sits in the middle of her chest located next to her collarbone's faded wound. The insides of the hoodie is made of wolf fur that has a faded light blue tint + linings along the hood to zipper.
She wears blue-green jeans lightly armored down to her tall silver\grey\black boots. Black painted fingernails. Two small cuts on her right cheek. Her sword tilts upward hugging her backside, holding the blunt part of her hilt forward. (Opposite of traditional one handed sword weilding.)
Eclair's locket contains pictures of Emilia and her father. It is openly visible and has a dangling animation that shifts between Emilia and her father's photos.

If Eclair does %10 of the enemy unit's health she activates a debuff that slows and cripples the enemy which deals magic damage to them over 4 seconds, any further damage dealt by Eclair during this period is to be increased by a percentage. If further damage was applied, then at the end of the duration Eclair warps the surrounding atmosphere to deal bonus magic damage to the affected units.
Damage increases by level. to a maximum of 5.

Lore.
Orphaned, on the outskirts of noxus she wandered. Where others saw a helpless shy girl in Eclair, a noxian man saw a pair of studious, wandering eyes. He saw her again for the second time envolved in a scuffle, there he observed her quickess to adapt, and suddenly something else about her intruiged him. Her movemets were abnormal. She seemed to fit lightly into the pocket of surrounding air, weaving around with ease. In a few short steps she outsmarted her male opponent making him fall face first, ending the confrontation.
In that moment, he felt fated. At first she ignored the grey haired man's intent. But later, as the sun fell, she gave into his pestering questions. He offered to adopt her, and to take care of her in the city. He would do all of this, only if she allowed him to teach her his deceased family's incomplete fighting techniques. And so, the anxious Eclair, whom never experienced the city, took the deal.
She grew up to witness "The Fleshing" It was a gruesome and cruel gladiatorial event Eclair secretly regarded in disgust. It was this event that shook her, causing hesitace. She decided to withhold herself from the very thought of killing blows. She became very observant. Eclair didn't develope the desire for facial expressions. Rarely, she'd smile to her adopted father.
During a first of many visits to the outskirts of noxus, an altercation broke out between a much younger girl and a older guy. He explains how the girl dishonered him, angrily reaching out to strike the frail girl, Eclair stepped in to save the girl from the force of the man, then promptly asked for his forgiveness, posing as the girl's sister. But he didn't back off, demanding Eclair to step up for the girl's wrongs. She took the hits he threw to appease the stranger rather than fight. And so satisfied, he gave in. The girl thanked Eclair, vowing forever to call her sister.
Emilia always managed to find Eclair during her visits. Following her everywhere she went outside the city. They later developed a sibling relatioship. Eclair would always talk to her now younger sister about things she kept hidden away from her father.
Eclair's sister was obsessed with the stories of "The League of Legends" and thought her sister would be the best champion. But before Eclair could muster up the courage to ask her father to adopt the poor girl, she passed due to an illness that she alone kept secret.
To treasure her sister's memory, she seeked to join "The League of Legends" to mourn her loss, leaving behind her hesitance till the time she'd felt satisfied.

Eclair could be a kite duelest \ late game threat \ squishie deleter. while getting off great aoe in clumped \ jungle teamfights.

I'll be honest I'm not sure how to address the numbers for skills and stats for the character. Help with balancing would be appreciated. I just really wanted to try making a champion concept with my limited knowledge.
