Quick permanent gamemode plz?

Can we have a new permanent gamemode that’s just like normal 5v5 summoners rift except with no afk penalties but you don’t earn any xp or ip. I think that can allow people who ;t have a lot of time to still be able to slip in a game or 2 of league without worrying of getting an afk penalty.
