[Champion Concept] - Buck, the Tingle in Chains

Buck is a champion that works good as a Top and a Supp thanks to his sustain and crowd control. Keeping his distance, Buck is able to poke champions without being poked back and a very bad enemy to go ham on as Buck will just drain your health.

Quoted from Gangplanks Lore: "In recent times, Gangplank has been brought down by the machinations of the bounty hunter Miss Fortune. His ship was destroyed with all of Bilgewater watching, killing his crew and shattering his aura of invincibility."
The explosions and crates caused his crew to drown. Within the explosion that blew up Gangplank's ship, was his brother of a different lineage that stood and fought side-by-side, the most trusted member and his right-hand man, Buck. This was what exposed his aura of invincibility, his brother always had his back, together plunging and increasing their bounties. Buck tried to struggle free but was effortlessly dragged down by the heavy chains into the depths. With Buck gone, Gangplank felt vulnerable, powerless. And so Buck lies in the depth, only to be awoken by spirits. Longing to be back alongside his brother, Buck claimed a pirate ship to fight once again, next to his brother, regain his pride as a pirate and continue to increase his bounty forevermore.

> Q : Whiplash Lashes chains out in a series of strikes. This ability can be reactivated 3 times in a short time frame with the third hit aligning nearby enemies to the front of you.
> Buck whips a chain out in front of him. This ability may be reactivated 2 additional times. 1st and 2nd use: whips out forward, dealing 20/40/60/80/100 (+20% ability power) magic damage to each nearby enemy 3rd use: Buck whips out 2 chains dealing 25/45/65/85/105 (+20% ability power) magic damage dragging enemies that get hit by the chains, to the front of you. Cost : 60/65/70/75/80 mana Cooldown : 9/8/7/6/5 Range : 925

> W : Thanks Donor This ability can be activated 2 times. 1st cast : skillshot, when it connects with an enemy, drains health. 2nd cast : point click to an ally for them to regain the enemies health instead.
> Throws a chain forwards and if it connects with an enemy champion, Buck heals for 60/65/70/75/80% of the damage dealt. Chain can be broken if enemy or ally moves out of range. Triggers Release the Chains (E), if more (E) is connected with enemy, more health is gained and drained from enemy. Buck heals for 60/65/70/75/80% of the damage dealt. 1/2/2/3/3 spirits may be active at once. Release the Chains lasts up to 5 seconds. Cost : 95 mana Cooldown : 14/13/12/11/10 Range 1000

> E : Release the chains Reliving his own death, summons spirits (targetable) that chains down and dealing 10/20/30/40/50 magic damage per second to the target dragging them towards you, cc for 3 seconds (3/4/4/5/5). Spirits last for (90 seconds). Cost : 30/40/50/60/70 Cooldown : 6 seconds for 1 (1 when fully stacked) Range : 950

> R : Call of Spirits As it rises from the depth rumbling beneath your feet, the deck of a ghost ship rises dealing 150/225/300 (+60% Ability Power) magic damage and the edges block enemy champion movement (can flash to esc). As the ship docks, spirits are summoned and attacks all enemy champions within the deck. Allies movement speed increase 30% following the trail of the ghost ship. Cost : 120/160/200 Cooldown : 240/ 180/120 Range : 2500
