Devil Teemo Trick or Treat Skin

So I know Teemo has a lot of skins as it is...but as it's close to Halloween time and there is a crazy amout of association with Teemo being Satan or the like, why has this skin not been made. He could shoot tiny pitch forks and put down pumpkin basket traps that explode with candy or something. XD
