Pool party Zac?

In the Pool Party Renekton splash art, We can see many champions in the background and at the bottom of the diving board, we see what looks like potentially Pool Party Zac. He looks blue all over and has red swimming trunks. Is Rito trying to suggest an upcoming skin? I think it should be a skin added to League of Legends.
