Sometimes legacy skins will become available again for a limited time around the release of new skins from their respective event. Example: Mistletoe LeBlanc is a legacy skin from Snowdown (released in 2012 I believe), and since then she has been re-released for Snowdown 2014? The skin may become available again this following December if Riot chooses to make it available. (The years of release and re-release for this specific skin may be incorrect, but its moreso an example.)

So, if a skin is released for a specific event (harrowing, showdown etc) then becomes unavailable, theres no saying it won't be available the next time that event comes around.

Some legacy or retired skins will come back in bundles, events etc. Example being last month Riot Blitzcrank and Kayle were in a bundle, while Ravenborn LeBlanc and Haunted Maokai (both legacy) were available in other bundles.

So, to make the answer simple, yes. Riot brings back legacy skins fairly often on special occasions or in bundles. A majority of skins are also available through mystery gifting, theres only a few skins that more than likely will never be coming back.

(I've gifted Alien Invader Heimer twice in the past few months, as another example).

I've picked up quite a few of these here through the Mystery Skin. That's an option.
