Kandy Kayn is a pun just waiting to be released. I don't know why they haven't done it yet, beyond the fact that the crossroads of "fun people" that play "cut-my-eyeball" level edge champs just isn't that busy a crossroad.

I've heard some Rioters aren't too fond of the Kandy Kayn idea because the pun won't translate in non-English languages. Plus, designing a Kayn skin takes a lot of time and effort- buuuut, with how many people want Kandy Kayn (this idea has been popular since his release), I think Riot would be well-rewarded for their efforts.
