What is the thing on the back of Nami-tee?

Hey everyone. So my girlfriend and I have an ongoing debate about what is on the back of Urf the Nami-tee. I emailed Riot in hopes of getting a definite answer, but the representative referred me to here, stating that "Riot employees are constantly on our forums assisting the community to the best of their ability", so here I am. My significant other thinks it's a saddle of some sort, but I disagree. I believe that it's some sort of jacket. What do you guys think?

The skin is Nami wearing an Urf costume (you can see the stitching). From a design perspective, it was added to break up the transition between fish and person, like Ariel's little frill in The LIttle Mermaid. If you look at it here http://www.lolking.net/models?champion=267&skin=3 it looks like she's wearing a winter jacket on her hips. So I don't know, honestly.

EDIT: The 'sleeves' of the jacket are flippers; it's part of her Urf costume.

she has a similar ... device ... on her back in her classic skin, and there it doesn't look like a saddle at all, since there is some kind of spike on it
