Question on Popstar Ahri

Is she or is she not wearing stockings? http://na.leagueoflegends.com/sites/default/files/styles/scale_xlarge/public/upload/pahri-articlebanner_1.jpg?itok=4M4wtaDc

My friend and I are having a debate. I am for no stockings He is for stockings. Everyone I ask is saying stockings but I say that's because of shading. The in-game character model is not wearing stockings, confirmed by my friend who is saying stockings. How does the splash art and the game model character not match...? like what?

Looks like stocking in game, to me. Not sure about the splash, it's more subtle
