New Champion concept. So-Tomay

Summary: So-Tomay is a support/mage who's abilities are based off of vision and denying it to others. Once a peaceful resident of Ionia great loss and pain has pushed So-Tomay to a place where she must commit horrendous acts for the one she loves.

Abilities: Passive- Gift of Sight. So-Tomay's attacks deal bonus damage if she has sight of the entire enemy team

Q (skillshot)- Diplopia. Active; So-Tomay fires a ball of spiritual energy at a target, each successful hit of Diplopia applies additional effects to the target. 1st hit, target has a 50% chance to miss their next attack. 2nd hit, target is slowed. 3rd hit, target has reduced vision for 1.5 seconds. Passive; Each successful hit of Diplopia within 2 seconds after intial hit reduces the cooldown to 0. (10 second cooldown.)

W- Piercing Sight. cast on enemy; So-Tomay looks upon an enemy champion and see's their weaknesses, using this information her next attack stuns the target. Cast on ally; So-Tomay sees an ally's weakness and grants them a shield that absorbs damage.

E- Focused Sight. So-Tomay focuses her vision on enemy champions in her immediate vision range, ally champions within range of So-Tomay are granted true sight of any enemies So-Tomay can see for 5 seconds.

R (global)- Sins of the Blind. So-Tomay focuses all her spiritual energy and clears all vision currently in affect on the map.

Lore: Ever since So-Tomay could remember she had wanted nothing more than to study at the School of Transcendentalism. From a very early age she had a unique gift of sight, an unmatched ability to see creatures and objects that were capable of stealth. Wanting to unlock complete spiritual control and insight of her ability she sought the knowledge and training only available through the School of Transcendentalism. Throughout her teenage years So-Tomay studied and reached an unimaginable spiritual height, she was now able look at anything and understand its true intention and purpose and see past any lies or disguises. One day as she walked through the Serene Garden she crossed paths with a monk from the Shojin Monastery. Immediately she saw great pain and personal conflict within the monk. Seeking to understand the monk’s pain and attempt to help remove it, she befriended him. For months So-Tomay and the monk spent most of their time together, but the monk would never reveal to her the cause of his pain and inner torment. So-Tomay contemplated deeply about the pain wreaking havoc upon the monk and how to cure him of it, for she had fallen deeply in love with the monk and would stop at nothing to cure the monk of his suffering. In a final attempt to reveal the pain afflicting the monk So-Tomay attempted to use her sight to view the monk’s soul and purge it of his pain, but she failed. So-Tomay was not able to see into the monk’s soul, the only thing she was able to see within the monk was a pair of young, lifeless eyes. Confused and fatigued So-Tomay collapsed. So-Tomay awoke weeks later in her bed, frantically she arose in search of the monk, in search for answers. All she would find was a letter, wrapped in a red scarf of the Shojin Monastery. It was from the monk, telling her that he knew now more than ever that no one can relieve him of his suffering and that he must face it on his own. So-Tomay instantly saw that there was more behind the words than what was written, she saw great tragedy and pain coming for the monk. She rushed to the Monastery in an attempt to locate the monk. She learned that he had left weeks ago to protest the Noxian occupation at the Lotus Garden. She rushed away from the Placidium, a day’s journey to the Capital and the Lotus Garden, where she hoped her love would still be. So-Tomay arrived at the Lotus Garden where a large crowd was gathered, slowly she pushed her way through in an attempt to see what they were gathering around. As she slowly crept towards the center of the garden she began hearing whispers, “how is he still alive?” “How long has this been going on?” “Isn’t anybody going to help him?!?” As she emerged from the crowd she couldn’t believe what she was seeing; the monk peacefully sitting completely engulfed in flames. So-Tomay was seeing more than the other on lookers though, they saw a burning monk in pain and searing agony, but So-Tomay could see beyond this and saw the true affect the flames were having upon the monk. Her heart broke, for she knew if she let the flames continue to scorch away upon the monk’s body he would surely die, but if she extinguished the flames he would continue to live with the pain and suffering that has afflicted him since they first met. As So-Tomay watched the monk draw what would be his final breath she decided to act, she dashed to his side and began using her body to put out the flames that covered the monk. Hysterical, and with tears streaming down her face she looked upon the face of the monk, but what she saw shook her down to her spiritual core, the monk’s eyes had been burned out of their sockets. Rage filled So-Tomay. She could do nothing, she was unable to move, unable to speak, only able to almost silently whimper. After moments that felt like lifetimes So-Tomay released a surge of spiritual energy and screamed. The burst of energy was so intense that members of the on looking crowd were rendered blind and could only stand in silence as they listened to So-Tomay scream, scream the name of her love over and over again. Devastated that her gift of sight was not able to save Lee Sin’s own sight, So-Tomay left the School of Transcendentalism in search of a power great enough to return her love’s vision. For years she traveled Runeterra, attempting to steal the vision of unsuspecting victims (kings and peasants alike). But could not find a soul strong enough to restore sight to the blind for more than a few moments. In an attempt to locate more worthy subjects So-Tomay turned her gaze to the League and its countless champions, maybe there she could find a worthy soul.

Cool concept I do think it could use a little rework but I like the concept well done.

Vision manipulation is inherently strong due to the lack of proper counter-play against it. Even those who have abilities that mess with vision (Nocturne / Graves) only do it briefly, and only through long cool-downs/ults.

Assuming your E reveals hidden champions in front of her (as it wouldn't make sense otherwise) it'll be too strong to use and would essentially ruin champions that rely on stealth even more. There wouldn't be any counter-play to it at all, as champions can at least destroy pink wards or wait out a sweeper/oracle.

Your R would be gamebreaking as well. Clearing the map of vision? Say goodbye to all enemy wards currently in effect. This includes any traps and shrines currently up either. TF will just go cry at some bar, too.

Your W > Q combo will allow you and an ally ADC to win almost any trade. A stun with a spammable ability that semi-blinds, slows, and reduces vision? Even Teemo isn't that bad to fight against.

tl;dr Your ult idea is overpowered, your E is too strong, and your Q provides too much utility in one spell. Having it be a skill-shot hardly changes anything.

Remember, the reason why a champion based around CDR or vision-manipulation doesn't exist yet is due to how difficult it'll be to balance properly. We all know how balancing works for Riot too, so lets just put those types of champion on hold for now.
