Why make skins for unpopular champs/ champs that have tons of skins?

I've been thinking this for some time, and whereas I don't think poorly of Riot coming out with all these skins (it is a business after all), I wonder why they create a skin for certain champions. I don't buy too many skins, because I like to wait for the nice looking/splash ones or the ones for a champion I prefer. A lot of newer, more popular champions that cost 6300 IP have 1-2 skins only. Why create a skin for a champion that isn't as popular or one that has 6-7? TF is a prime example. The new skin came out for TF recently. I do not see TF picked much or at all in my ELO and I know he is not overly popular in high ELO and in Bronze. Why create a skin for him then? TF already has a large number of skins as well.

Your answering the question in your post. Why create a new skin, something that brings attention to a champion, if they dont get played much? Probably to bring them attention.

Often times it has to do with a theme and not "who's next in line". If one champion fits a theme perfectly but someone else hasn't had a skin in a while, they are going to go ahead and make the thematic skin. TF of course is part of the whole pirate event so giving him one is natural.

Champion updates also play a part; if they're working on a VU for a champion, they won't release a skin if they'd just have to redo its animations in 6 months.

I disagree with that logic because A. It is a business and it is quite obvious they like to maximize on their profit and B. There are plenty of not as common 6300 IP champs that they could do the same for (Syndra who used to be very popular comes to mind).

Tf has a lot of skins, yet only 1 has different particles, and only a handful of those aren't simple recolors/retextures of his base model. I own most of his skins and I always feel like I have to use the same one just because it's the only one with a modern looking splash art. I appreciate the new tf skin, and I'm sure tf mains like me appreciate it aswell >.>

I get the whole theme thing, but there are champs the have themed skins that are random as well. I just would like to see some of the more popular and newer champs to receive more skins. I understand it takes time to create them, but at the rate skins are being pumped out it's hard to believe that champs that came out months ago that are still being played relatively commonly, have no new skins anytime soon (I don't count the skin on release, they are either hit or miss and I think most are miss).
