[New Game mode concept] only champions with mastery rating

Was thinking about a game mode where you can only choose a character you have mastery with? That way players don't have to deal with unskilled players

This doesn't seem to be a new gamemode, more like a new queue type. However, I feel like this would never be implemented because it would split people into playing only that mode if they have mastery on the champion and only play blind when trying new things. This would lead to longer queue times for everyone, which sucks.

Feel free to check out my champion ideas.(Completely irrelevant, just trying to draw attention to them)
