Can Urgot finally be useful? (Urgot Rework Idea)

First I would like to talk about the purpose of Urgot. Urgot is an ADC caster that is meant to bust tanks, like Vayne in a way. In this rework Urgot would be best used in the top lane. Here is why:
-Bully tanks and bruisers (Irelia, Renekton, Gnar, etc) -Sustain in lane
Those two could set back those mid to late game champions. Urgot can be in the bot lane but his full potential will not be released. Now, let us move on to his ability changes.
For Urgot’s passive, damage reduction is boosted and a good amount of movement speed is added next to the duration of damage reduction. This could help Urgot kite and sustain against gap-closers such as: Irelia, Xin Zhao, Jarvan IV, etc.
For Urgot’s Q, same concept but different small details (range, speed, hitbox). But instead of just dealing just physical damage it deals percent health damage. This helps Urgot bully those champions who buy Warmogs as a first or second item… Additionally his Q deals physical damage based on his attack damage. His Q still can fly over units to hit targets that are affected by Noxian Corrosive Charge.
For Urgot’s W, same duration, but buffed shield amount. That poor boy will get ganked whenever the jungle has a chance… Oh yeah, and instead of Urgot being able to slow enemies while his shield is alive, Urgot will reduce target’s attack speed and armor. This will help Urgot against those champions who buy Thronmail as a first or second item for some weird reason (Mobafire) and can help him against another ADC top laner (Gnar, Quinn, Graves, Vayne) or in the bot lane.
For Urgot’s E, Urgot still launches a corrosive charge to target location but faster with a reduced hitbox. The damage to the spell is scrapped and so is the armor reduction, but replaced it with a neat affect. Enemies who are affected by Urgot’s E are slowed for several seconds, using Acid Hunter against those enemies will increase the duration by 1 second. This will help Urgot engage on his bullied prey or chase a poor soul who dared to walk near the top lane (or bot lane). Can also simply help him kite… Finally Urgod’s R, Hyper-Kinetic Position Reversal? More like Hyper-Kinetic Position Changer… here is how it works! Urgot can target an enemy champion to be suppressed for seconds, while in that time Urgot can reactivate to position that champion elsewhere (unable to position enemy champions in the fountain… that would just be BS). You can also do this with ally champions! This will help kicking someone out of the team fight (Poopy’s Ultimate) or engaging team fights (using R with one of Urgot’s allies such as a tank or bruiser or even an assassin if someone is caught out).
P- Zaun-Touched Bolt Augmenter
Damage reduction: 15% => 10%/20%/30% (at levels 1/6/16)
Reason: Late game 15% is not that much
NEW: Gains movement speed as well by 20%/40%/60% (at levels 1/3/6) (does not stack) Reason: More mobility for those gap-closing champions and to chase
Q- Acid Hunter
Cost: 40 mana => 2% max health
Reason: For spamming consequences
Cooldown: 2 sec => 1 sec
Reason: To spam
Speed: 1,550 => 1,000
Reason: Time for enemy to dodge (intentional flaw for Urgot)
Damage: 10/40/70/100/130 (+84% of AD) => 2%/4%/6%/8%/10% of target’s max health and (+100% of AD) as additional physical damage
Reason: To bust tanks
Refunds upon kill: 20 mana => cost and gain 10%/15%/20%/25%/30% of unit’s max health
Reason: Sustain and reward
W- Terror Capacitor
Shield strength (base): 60/100/140/180/220 => 150/175/200/225/250)
Reason: Small increase for a big issue (getting ganked)
Shield mana scaling: (+8% of max mana) => (+10% of max mana)
Reason: Late game shield will be better than original
Cost: 55/60/65/70/75 mana => 10% of current mana
Reason: More mana, more shield strength… more mana… more cost…
REMOVED: AP no longer increases shield strength Reason: It is just there for no reason…
REMOVED: Basic attacks no longer slow enemies Reason: Already can slow… with other ability
NEW: Basic attacks while shield holds will reduce attack speed and armor of enemies by 10%/15%/20%/25%/30% for 2 seconds Reason: Bust them tanks and fight against attack speed champions (bot lane)
E- Noxian Corrosive Charge
Cooldown: 15/14/13/12/11 sec => 4 sec
Reason: Smaller radius = more misses
Cost: 50/55/60/65/70 mana => 100 mana
Reason: Q does not cost so might as well replace the cost onto other abilities
Size: 150 radius => 50 radius
Reason: Meant for single target
Speed: increased to 1,600 UPS speed (not sure of original speed) Reason: Hard to land the thing… especially with lower size.
REMOVED: All damage from this is removed (cannot activate Luden’s Echo or Rylai’s Crystal Scepter if Urgot builds AP for some reason…) Reason: Has better purpose, and damage is merely useless… (Caitlyn’s W)
REMOVED: Armor reduction is removed Reason: Already can reduce armor
NEW: Slows enemies hit by 30%/34%/38%/42%/46% for 4 seconds Reason: Yeah! For chasing action or for poking purposes… or murdering…
NEW: If enemies affected by this are hit by Acid Hunter, slow duration is increased by 1 second Reason: To add a little spice to the enchilada
R- Hyper-Kinetic Position Changer
What it does: old affect => new affect
Reason: Nobody knows how to use this ability and this ability should be meant for a tank or bruiser, not a ranged tank buster with a small shield as a defense…
Range: 500/700/850 => 800
Reason: 500-850 range? What math? 800 seems fair…
Flee Range: 375 => 500
Reason: More dramatic… whoosh… OMG someone just teleported into my team, RUN!
REWORKED URGOT: P- Zaun-Touched Bolt Augmenter Basic attacks and Acid Hunter will reduce target’s damage dealt by 10%/20%/30% (at levels 1/6/16) for 2.5 seconds and will gain 20%/40%/60% (+at levels 1/3/6) movement speed (does not stack)
Q- Acid Hunter (1 sec CD) (2% of max health)) Active: Urgot fires a missile in a line (1,000 units) (1,000 FPS speed) (50x50), dealing 2%/4%/6%/8%/10% of target’s max health additionally dealing (+100% of AD) physical damage. Killing an enemy will refund cost and heal for 10%/15%/20%/25%/30% of unit’s max health
Acid Hunter can pass over enemies when targeting an enemy affected with Noxian Corrosive Charge
W- Terror Capacitor (16/15/14/13/12 sec CD) (10% of current mana) Active: Urgot’s shields himself for 5 seconds blocking up to 150/175/200/225/250 (+10% of max mana) damage. While shield holds, basic attacks will reduce target’s attack speed and armor by 10%/15%/20%/25%/30% for 2 seconds
E- Noxian Corrosive Charge (4 sec CD) (100 mana) Active: Urgot launches a corrosive charge to target location (900 units) (1,600 UPS speed) (100x100) slowing enemies hit by 30%/34%/38%/42%/46% for 4 seconds
If enemy is hit by Acid Hunter duration is increased by 1 second
R- Hyper-Kinetic Position Changer (120/100/80 sec CD) (100 mana) Active:
On Enemy Cast: Target enemy champion (within 800 units) will be suppressed for seconds, upon reactivation can reposition that enemy champion to target location (within 5,000 units) (Cannot position enemy within 600 units of fountain or tower’s range)
On Ally Cast: Target ally champion (within 800 units) will gain 40%/60%/80% damage resistance for 2 seconds but will be rooted, upon reactivation will reposition that ally champion to target location (within 5,000 units) causing nearby enemies to flee (within 500 units of final destination) for 1 second
