Potential Phantom Dancer Rework

Phantom Dancer has seen better days. It used to be one of the go to items on adc's but now it's is very visibly outdone by the likes of SS and RFC. I've been thinking about ways that the item could be changed around to make it a viable option without being an instant purchase every single game. A friend and I discussed this into great detail and have a proposal we think works but I would like some feed back.

Proposed Item:

PHANTOM DANCER

+45% Attack Speed +30% Critical Strike Chance

Unique Passive - Spectral Waltz: While within 500 units of an enemy champion you can see, +12% movement speed and you can move through units.

(REMOVED) Unique Passive - Lament: The last champion hit deals 12% less damage to you (ends after 10 seconds of not hitting.)

(ADDED) Unique Passive - Lament: Upon hitting an enemy champion, lower their critical strike chance by 10% up to a maximum amount of 50% (debuff lasts 2 seconds per stack, up to a cap of 10 seconds.)

This allows for some interesting counterplay in terms of hard to balance champions like Yasuo, Tryn, MF, Trist, etc. without making them unviable champion picks. Also this opens up itemization options for adcs and a few other champions. You wouldnt feel bad about going over the critical strike chance for Yasuo in your build if the enemy adc built this allowing you to rotate Triforce back in if you so choose.

What are your thoughts? I think this would be a potential way to shift PD back into a viable item pick up.

I don't really like the idea, though Phantom Dancer is in need of some changes (they already moved some of the Spectral Waltz movement speed passively instead of just the 500 unit range, but that range is still out of most Marksman's range).

This item was meant to be some sort of kite/duel item option out of the Zeal items for Marksmans. So turning it into an anti-carry item seems out of place to be given to a carry itself. The debuff also seems very strong and uncounterable (Yasuo is the only one with any chance honestly to counter), but I wouldn't expect a carry to actually survive being hit that many times.
