well I was thinking it would be cool if somehow you could do a game were two people put up a skin for the game and whoever wins get the skin . like a game mod 1v1 where you have to use a skin. and whoever loses. loses there skin. I feel it would get very competitive

I don't think you appreciate how rampant scamming through this would be.
"Oh hey we're both Silver 2, let's fight for a skin!" And of course, he's a smurf and there is no way the other person could win.
This game is also not meant for a 1v1. To have items with money value on the line, it has to be fair. It would basically be most people picking the limited pool of OP champions, and the rest being the people that lose.
It'd also be a way to trade skins, which is something that has it's own significant downsides.
