New Possible Champion Concept?

I had a thought on a new champion that is possible for Riot to bring to life. This occurred with the icon from the summer event, the penguin with the ice cream cone on it's head looking angry, and my thought was, "Why don't they have a penguin champion?" I know it is very vague if anything to go on, but I would love to see him (If he ever comes into the thought process of new champions to add) with possibly a peck ability and for him to slide on his belly. I know he still has to have his backstory, ultimate, another ability, his character, his passive and even his taunts still to add, but I hope it is at least consider to add something like him in the future since all of my friends loved the idea of it. It would also be nice to here all of the ideas that others can add to this that might help make him possible.
