Singed Rework Concept (No Shield)

So, I have designed a rework concept for Singed. He is basically the same in design, except his shield has been replaced by two pieces of his shield attached to his forearms. As well, I haven't locked down the stats of each of his abilities. Disclaimer disclaimed. Let's get into this.

INNATE: Insanity Potion - When Singed is below 30% of his max health, he drinks a potion, returning 20% of it back, and increasing his attack damage, attack speed, and movement speed. Since Singed is manaless, he can build mana, increasing the amount of health he regains by 3% extra.

Q: Poison Trial - Sorry I'm so lazy, but it's the exact same as it was, though now its green.

W: Mega Adhesive - Again, the exact same.

E: Fling - Singed flings the target over his shoulder 550 units, dealing magic damage. Targets are stunned for 0.5 seconds (or enough time for Singed to turn around), and are instead rooted if they land in Mega Adhesive.

ULTIMATE: Mushroom Bomb Singed is slowed for 3 seconds while he charges up his bomb, then releases a mushroom bomb of poison, dealing magic damage, more each second the target stays in the area. The bomb lingers for 5 seconds, and will automatically activate 'Insanity Potion'.

So, this is my Singed rework. Not much change, apart from his INNATE and his ULTIMATE. I have no other changes, except a voice line which goes: "I think I have an addiction to putting things on my forearms. I don't know, I might be insane..." Otherwise, no extra changes.

EDIT: Forgot about skins. Since his shield is gone, he basically has smaller (and double) that of the original thing on his forearms: for example, the beekeeper skin just has two smaller versions on both arms, and his surfer skin has two halfs of a cracked board.

That's literally Volibear's passive, but with a bunch of stat boosts tacked onto it.
