Was wondering who I would have to talk to about ideas and concepts for new or upcoming champions in the works for next year?

The Riot Champion Design Team. The best (and only) way to really talk to them about this stuff? Get hired by Riot to work on the Champion Design Team. Non-Disclosure Agreements keep them from saying anything they haven't been specifically allowed to release. :P

A skin i'd like to see added is another for my favorite champion, Volibear. Him wearing black armor with lighting coursing the entire length when he uses his Ult would REALLY stand out in a match
