A Fun, Mobile Tank
I just made a reply to another post about a mobile tank champion and created a prototype for a possible champion that isn't damage heavy or too strong in my opinion. I decided why not share the post with you guys so here I am. It's pretty long but I put a lot of effort into thinking what would be fun and balanced, so please stick around and give me your opinions:
I'm thinking a mobile tank would be cool, not one that deals much damage but rather an initiator who soaks up damage. I think he should be a slim but strong character, but the design and background of the champion is up to you guys since I'm not very good at that. Here it is:

For his main source of CC he can have a zone in front of him that roots enemies for a second, I don't think this should be too long or a powerful cc like a knockup or a stun since that makes it too difficult to play against and considering his ult it'd be way too strong. - This gives him the desired cc in a tank.

- He can have an ability that he can cast on allies or himself, one that gives a little bit of flat armor **(Only flat if helping an ally) **and a small shield. If placed on himself I think the buff should scale with his own armor and mr since he'll be soaking up the damage.
- The ability definitely shouldn't have % Damage reduction because I find that to be super strong and definitely not something that should be able to be placed on an adc. This way it gives him the option of defending his teammates vs himself.

- This ability is crucial to making him a mobile tank, he can blink to any point around an enemy target, just like Katarina's E, not an area or an ally because then he'd be too good at escaping considering he is already a tank.
- Having % Damage reduction on outgoing damage from him after he blinks would be a great way to keep him from becoming a tanky + mobile fighter which would be extremely unfun to play against... _Udyr _

- His ultimate... This one is a bit difficult but I'm considering an ability where he places a small wall in a direction and dashes straight towards the wall, pushing anyone in his way into the wall with him and stunning them briefly.
- I was considering knocking them up or aside but that didn't seem too impacting to me, this way his ult can a very strong initiation. The stun shouldn't be long though, around .5 seconds is fine since any longer would make him too strong considering his other abilities.

Combos
He can use his E to position himself around targets, and Q them for the root, his W is versatile since he can choose to either soak up the damage or defend the backline.
His ult can be combined with his E to go deep into the enemy team and bring the backline to his team, and then his Q to keep them in place, grouped up, allowing for his team's AoE abillities to be extremely effective during that brief window.
