new champion idea Boon the torturer

Boon the torturer Noxus is well known for its horrific army and the atrocities and war crimes the city state has committed across runeterra but Draven was Noxus's first glimps into the prison systems of Noxus. Draven might get all the glory but Boon is the name of fear for those foolish enough to be caught by the Noxus guards. Boon is legendary no crime has ever went unsolved under his whip... even the innocent will confess to crimes they didn't commit out of the shear terror of the pain his whips bring. Bladed barbs scrape the ground dangling from his vicious whips as he stalks the halls of the city state prison but now to show its dominance in all things Noxus has released the torturer onto the fields of justice.

Boon the torturer is a ranged marksman equipped with 2 metallic extendable whips.

Boons passive (Lacerate) striking an enemy champion causes them to bleed for physical damage once every 5 attacks over 1.5 seconds for minimal damage maximum 5 stacks.

Boons first ability is called (crack the whip) striking in a front line skill shot boon does Physical damage to everything in the path of his whip then he immediately rips his whip back dealing additional damage 2 charges (you know because he has 2 whips) 10 second cooldown

Boons second ability is called (punishment) Boon Loves to cause pain he can activate this ability on a bleeding target within range to snap his whips causing the target enemy champion to loose a percentage of their health. execute ability 12 second cooldown refreshes on enemy kill.

Boons third ability is called (furious hatred) Boon loves his whips passively attacking an enemy champions when they are facing away from Boon gives him a small speed boost. activate this ability to dash a short distance be it into or out of a fight. 15 second cooldown

Boons ultimate is called (torture) Boon relishes in punishing those who cross his path passively Boon gains 10% 25% and 50% attack speed upon leveling up his ultimate however Boon can activate this ability and add his passive bleed effect to every attack for 5 seconds causing gushing wounds for double bleed damage.

Boons Q allows for farming while his W can be used to chunk down or execute enemy champions. his E as a dash in or out is effective for kiting or chasing... lastly his ultimate (R) adding attack speed while not quite as powerful as jinx's q is on par with several other ultimate's in the game and allows for late game tank destruction.
