Reekus, possibly an interesting new champion?

Hey, everyone. I'm not going to bore you with lore or anything because I haven't thought that deeply about this concept, but when I was trying to fall asleep last night I felt like I stumbled on something interesting.

REEKUS, BREWER OF ZAUN

PASSIVE: WITCHES BREW - Reekus's cooldowns are minimized with every last hit to a minion and physical damage to a champion. In addition, health pots are enhanced, healing Reekus more than usual.

Q: WITCHES BREW - With a point in Reekus's Q, he has a chance to receive 'minion parts' with every last hit to a minion. This a separate currency which can be spent upon activation of Reekus's Q to create 1 of 3 different potions, these potions can either be consumed or thrown as a projectile skillshot. If Reekus does not have any available potions, he throws an empty vial dealing magic damage. Blue Pot (On throw) - Drains mana from target and does magic damage. If target has no mana, the pot does only magic damage. (On consumption) - Restores mana. Green Pot (On throw) - Slows the target and does magic damage. (On consumption) - Grants speed boost. Red Pot (On throw) - Does magic damage and burns the target for 1.5 seconds. (On consumption) - Immediately stops burns or poisons. Upon activation, Reekus pulls out a cauldron and begins to brew a potion at random, a cloud of poison bursts from Reekus's cauldron, similar to Singe's Q, but only surrounding Reekus. Enemies caught in the smoke take magic damage. Brewing potions takes 2.5 seconds and during this time Reekus is granted a shield, but cannot attack. Potions are brewed at random. Reekus needs 5 minion parts to craft potions, but can only hold 15 minion parts at a time. There is no cooldown to this ability, however Reekus must have at least 5 minion parts to cast this ability.

W: VIAL TOSS - Reekus throws a vial to target location, dealing magic damage and effect depending on vial thrown. (10s CD)

E: VIAL CONSUME - Reekus consumes a vial, granting him the effect depending on the vial. (10s CD)

R: TOXIC SPILL - Reekus spills his cauldron, causing a black pool of liquid to spread from his location. anyone caught in his liquid are slowed, take magic damage over time, and are marked. Any champion marked take extra magic damage from Reekus's vials. Empty vials do the same amount of damage, and still have no effect. (120s CD)

Other notes... -Reekus cycles through his vials similar to TF's cards. -I envisioned Reekus to be a sort of top lane tank. -His basic attacks are with a long wooden spoon, I want to make that apparent for some reason. -Imagine Tahm Kench meets Yoel of Londor from Dark Souls 3. -Minion parts have a 25% chance of dropping on last hit. -Vials do not take up inventory space, but instead are on a separate bar, similar to Rengar or Kindred's passive.

Really like the idea here's a few changes I think might help Immediately stops burns or poisons. -> Change to maybe stops DoT or maybe even acts like a cleanse/QSS? Or any incoming damage for next .75 sec is dodged (Fiora Parry, Sivir Spell Shield).

Considering how dependent he is on minion parts, I'd say you should remove the 25% change to get minion parts, so it's less RNG. Maybe make his Passive similar to Yorick's way of getting graveyards: After X (ally or foe) minions die, the next enemy minion will drop X body parts. Enemy champions automatically drop parts. Something like that, so it's easier to handle? I see it as a benefit for him and the enemy since now he has control and the enemy can prevent him from making body parts.
