Should riot do a Skin making contest?

there are some amazing creators that make skins that cant be seen by anyone but the person that downloaded it. i feel like riot needs to get more involved with their summoners on a personal level instead of a all on basis. give these creators a chance to make a skin, and have the contest yearly and pick one or 2 and make it a community skin series.

To be honest the people who dont know how to make skins, but got unique ideas should be the onces who should sign in such contest, because then their skins can be actually realized... cough me for example got loads of different ideas for skins (which arent project, sweatheart or w.e. else theam exists already), but I'm horrible at art design so I cant draw it, or construct it to share it with everyone ^^
