Brand's talents

Pryo strom-when brand cast pryo clasm he will launch two fire balls dealing twice the damage and bouce 7 times.

Flame controll-when Brand hits enemy champions,jungle monsters and minions with his basic attacks stacking by 5 he will restore 15% of his mana

Torred impact-Brand's spell can now ignore spell shields to have a perfect hit.

Zoe's talents

Star whisp-Star paddle can now only hit where the enemy champion is going in range of 2500.

Medical portal-if a enemy champion hit Zoe with their basic attacks and abilities Zoe can use her portal the travel a safe area and heal 50% percent of her missing health.

Multiple spell grab-Zoe can store up to three more spells if she use the three she can launch 3 to 9 spell projectiles for each spell she cast.

Vi's Talents

Battery riot- Assault and Battery now have a range of 4500,after Assault and Battery she will gain a shield that has a durability of 5.7 seconds and the shield health is 990.

Charging punch-if vi hit enemy champion with her "Q" they will be stun for duration of 3.5. seconds.

Shield buster-if vi hits a fourth basic attack it will break armor protection and magic resistant dealing twice the damage and attack speed.

What you are basically suggesting here is the augment system they used for the Odyssey game mode. Every champion gets to chose some augments (you call them talents) to alternate their abilities.

It was a good concept for Odyssey, considering that it was an absolutely over the top PvE game mode. But if you want to suggest to carry this system over to the regular game, then I don't think it should happen. It would completely mess up balancing.
