energized keystone with the old stormrazor effect

same as the title really, the old version of the stormrazors enhancement on AA's, it seems like it would fit in similarly to predator as something that can only be used later on after you get an item, or part of a set of items. as is im not 100% sure how viable it would be on an opportunity cost level, or where the rune would fit best with precision already having an energized keystone. but the concept of enhancing those effects was nice, just not fitting well on an item

anyways this was more to spark discussion then anything, i would just like to hear your guys thoughts
