Olaf Q Change Idea

I had a idea about how Olaf's Q can be changed or altered that when you Q and then E it will cause lightning to strike the axe and it will deal damage (not true damage) and when you pick it up it will cause your Q to get reduced by 4.5 but your E will still be on its regular cooldown. Can you guys give me your opinion on this?
