Thing is, we have basic champions. Sona is a very, very good starter. So is garen, or Warwick, or annie. This game is incredibly diverse, so why try to narrow it down to one generic, non-specific character?

The premise is to be generic and non-specific. A jack-of-all-trades sort of champion to aid new players in understanding the variety of abilities & stats a character can have. The kit is for a new player to sample & determine when certain skills would be used in situations. The different scales on the abilities introduce to the player the premise of deciding which trait to prioritize. Would they build more AD and spam Q? Should they rack up AP for a better W? This champion provides the options for a summoner to explore different roles & strategies for one champion, prioritizing certain abilities over others depending on what is needed, and understanding that there is a trade-off in how they construct their champion when their application isn't so cut and dry.

The blandness of the character is for flavor (or lack, thereof). I'm sure everyone wants to enjoy a champion with no specific lore, backstory of intrigue or relations to other champions. Rather, a champion that simply stands out by, well, not standing out. There's no need for depth when you have a fun champion to play (or appreciate in your collection). Blandness is what this diverse game is lacking.

So your saying people would enjoy playing a champion that does... nothing? all the other champion have a unique feature that makes them what they are, and thats what makes them fun to play,

also their abilities would give them very limited options on what to do, (not counting that the average level 5 would know how to use wards) even champions like garen or annie have outplay potential with their kits but the way I see it, apart from timing a "damage" or using hyper to dodge a few skill shots.

(also just another thing to note... who would buy skins, especially an ultimate skin before level 5, and who would buy skins for champion that they wont be able to play for hte majority of their time playing league)
