Posting Posting like that is a bad idea. People would want to see your concept when they click on your thread. I would say that many people probably will not click link towards your google doc.

Stats 1598 health at max level. Why so low? Usually champs go with somewhere with 1900. Your champ will be forced to build HP items. Doesn't even matter if he get scalings on his kit from health or not. Forcing people to build some kind of items isn't very fun.

Passive K. I can't say that this is stupid, but it is really bad. One thing is, game will have to keep track of all mana you spend on abilities, sum it up and there is this thing: item 3042. This would allow your champ to proc massively extreme damage procs with 3 sec CD. Well, 5--6 sec CD, because max stacks can be placed per 1 sec, but still. Massive damage and silence every 5--6 sec just from basic attacks. Try to calculate the damage it would do with this build and you should get why it is broken: item 3042 item 3040 item 3027 item 3800 item 3078. Here is a hint: it is more than 1k.

Q Is only partially bad. 1 sec delay is bad, because this would mean that your chains would follow enemies out of maximum range and snap without hitting anyone. Also, 1 sec delay is too much time for enemies to abuse your ability against you. And there is other part why it is bad: enemies can easily abuse it against you forcing you to do nearly nothing (because you can't use abilities or use basic attacks) for whole 4 sec. That is just plain bad and unfun. On other hand, when only one enemy is hit, then this sounds like pretty fun ability, except 1 sec delay.

W Well, here it is. 1 sec delay again is too long and enemies can flash away into position where you just gonna kill yourself. 9 sec cooldown; 6.3 sec cooldown with some right items. That is on average 2 sec blind every 6 sec which is also a blink. It it pretty (extremely) OP against all range auto-attack based champs. So, it is OP while 1v1 against enemy with low mobility, but can be exploited and abused against you (especially if enemy team have Thresh).

E Pierce range is too long. Way too long. Other than that, pretty solid ability.

R Radius is pretty decent (212.5 range from center), cast range is also OK, but mana cost is pretty high. Now, delay is a bit tricky. Enemies with mobility can easily escape, but enemies with lox mobility (only flash) would usually be hit. Also, mana cost is pretty high. Other than that, would be fun ability in top lane of while ganking.

Your champion, Enel, gives me the feel of him being a typical swordsman, while also having a very distinct feel because of his play style and theme.
